Leroy San Miguel

Northside Independent School District

Assistant Superintendent, Facilities & Operations

Leroy San Miguel is a long-time Facilities and Support Services Administrator. He began his career in Public Education in 1990 as a construction manager for Corpus Christi ISD. During his tenure, Mr. San Miguel was responsible for assisting in overseeing the design, planning and construction of various educational projects which touched every school in the district. He helped in administering two bond programs consisting of approximately $60 to 70 million dollars per bond. He was promoted to Director of Facilities and Operations which included administration of Maintenance, Operations and Environmental programs.

In 2002, Mr. San Miguel came to San Antonio, Texas where he was appointed as the Executive Director of Plant Services for San Antonio ISD. His duties included overseeing and directing Maintenance and Operations functions. A couple of years later, he was asked to oversee the design, construction, planning, environmental and custodial operations at SAISD.

In 2009, Mr. San Miguel moved to Northside ISD as the Executive Director of Facilities and Engineering.

Subsequently, in 2011, Mr. San Miguel was appointed as the Assistant Superintendent for Facilities and Operations that includes overseeing construction, engineering, maintenance, custodial, environmental, energy, and real-estate functions.

In his tenure, Mr. San Miguel has implemented and overseen over $3.0 billion dollars of bond program work improving hundreds of schools and support facilities and building new schools. He has held various leadership roles in several civic and professional organizations and has served on various City-related committees.

Mr. San Miguel has a bachelor’s degree in Environmental Design and a Master’s of Architecture from Texas A&M University in College Station.

As he would say, his greatest accomplishments and joy is building facilities that will serve the children of

Texas for a bright and prosperous future.


Dr. Kenneth J. Thompson

San Antonio Independent School District 

Deputy Superintendent

Kenneth J. Thompson is the Chief Information Technology Officer for the San Antonio Independent School District (SAISD). SAISD serves approximately 55,000 students in more than 100 locations. He joined the SAISD team in 2018 after serving for the Baltimore City Public Schools CITO. He has more than 20 years’ experience in leading complex IT service delivery organizations and leveraging IT resources to assist K-12 organizations in achieving organizational goals. Throughout his years as an IT executive, he has continued to maintain an ongoing focus on creating strategies to assist with the advancement of 21st century education in urban school districts; while simultaneously building a cohesive and competent IT team. He is most comfortable when he is combining his technical expertise with strong business and financial acumen to build and create an IT environment conducive for achieving student success. Kenneth is most noted for enhancing the educational environment by working with stakeholders are different levels recommending, managing, and validating the appropriate technology resources and enterprise systems to facilitate learning while improving student performance by utilizing the appropriate technology tools and processes.


Henry Acosta

Boerne Independent School District 

Chief Operating Officer (Retired - August 2023)

Henry Acosta is an experienced bond construction administrator with 36 years of experience in the K-12 Construction Industry. His expertise encompasses the overseeing of Construction, Engineering, and Inspection Responsibilities. It further includes the development of cost-effective planning, an effective procurement method, schedules for completion of multiple projects and department needs in various K-12 Construction Bond Projects. He has assisted in facilitating long-range planning of construction programs for growth and future school modernization. 

 

Mr. Acosta has administered various Capital Improvement Programs (NISD $848.91 million, NISD $648.34 million and Edgewood ISD $110 million) and has recently semi-retired from Boerne ISD where he continues to oversee their $165 million Bond Program. Mr. Acosta continually evaluates the performance of all Architects, Engineers, and Building Contractors, and assists in the review of architectural and engineering drawings to ensure conformity with all Building codes, specifications, and District requirements. He ensures that departments collaborate to further accomplish the district’s goals and objectives. Mr. Acosta negotiates proposals, contracts, and pricing with Consultants and Contractors. He applies policies established by federal and state law as well as local board policy, to include fire alarm systems, fire suppression systems, playground safety equipment, energy conservation plans, school security and safety, and emergency management plans. Mr. Acosta regularly attends and reports construction updates to the Bond Advisory, Building Committee, and the Board of Trustees.

Kody Helms is a DBIA Certified Construction Professional with a unique and broad range of experience in all facets of Preconstruction and construction ranging from Public, K12, Private, and Federal type projects through Design Build, Bid Build, and GC/CM type negotiated contracts. He is a driven Project Manager with a diverse project portfolio. Successful in driving good business, educating, motivating, and mentoring staff. A Former Project Superintendent, QC Engineer, and Journeyman Carpenter, Kody effectively communicates and relates to site teams to maximize production performance and demand the highest quality of work.
