Connie Gonzalez

Chief Strategy Officer (CSO)

Brooks

As the Chief Strategy Officer of Brooks, Connie Gonzalez is responsible for establishing strategic direction to further advance Brooks’ growth, expanding on the success of the last 20 years. In addition, she leads business development, public affairs, community engagement, and project management initiatives. She is also the Executive Director of Brooks Gives Back, a nonprofit organization that invests in nonprofit initiatives across neighborhoods surrounding Brooks.

Prior to joining the Brooks team in 2015, Connie worked as a reporter for news channels in Texas and Arkansas. Connie Gonzalez is a strong advocate for community involvement, serving as the Immediate Past Chair for the South Texas Business Partnership Board of Directors and an Executive Committee member of several community organizations, including the San Antonio Independent School District Foundation and the CAST Med High School Advisory Board of Directors. She has also participated in the 2021 Harvard Business School Young American Leaders Program and is a graduate of several leadership programs, including Leadership San Antonio Class 44 and City South Leadership Class 30.

Chairman Jim Campbell is a public affairs consultant providing services in governmental relations, corporate communications, public relations, and business development. His thirty-five year career includes executive positions as Senior Director of Public Affairs for HOLT CAT, Director of External Relations for the City of San Antonio, Senior Director of Governmental Relations and Communications for CPS Energy and Senior Vice President of The DeBerry Group. 



Terry Palmer, AIA, RID

Terry graduated from Texas A&M University in 1991 with degrees in environmental design and construction science. He joined Beaty Palmer in 1994 and became principal and corporate stockholder in 2000. Terry is a licensed Architect in Texas as well as a LEED accredited professional. His personal resume includes special expertise in logistically challenging construction projects, corporate interior, and commercial development. 



Shauna Weaver, PE, LEED AP BC+C

Shauna is a professional civil engineer with over 25-years of experience in successful public and private land development projects. Areas of expertise include large-scale master planned communities, single and multi-family subdivisions, mixed-use developments, large-scale commercial centers, retail pads, industrial sites, schools (K-12), and major arterial street projects. Civil engineering leader personally involved in all aspects of project development from high-level master planning, cost estimates, scheduling, preliminary civil and environmental engineering, schematic design, construction documents, regulatory approvals, bidding, contracts, and construction administration. Effective communicator and team member on complex projects. Capable of evaluating design alternatives and facilitating value-based decisions from owner, design team, and contractors.


Ramiro Albarran

Managing Director | Head of Origination

Preston Hollow Community Capital


Ramiro Albarran is a Managing Director at Preston Hollow Community Capital, LLC, overseeing the firm’s asset origination activities. He brings over 25 years of experience in originating and structuring complex municipal, real estate and infrastructure transactions. Prior to joining Preston Hollow Community Capital in March 2015, Ramiro most recently led the Municipal and Infrastructure Finance Group at Guggenheim Securities. Before Guggenheim, Ramiro served as a senior banker at Stone & Youngberg and an investor at Starwood Infrastructure. He also held several senior positions at Bank of America including leading its Public Finance efforts and the department’s real estate related activities.

During the span of his career, Ramiro has originated and structured a variety of complex municipal transactions including infrastructure concessions, tax increment, special assessments, privatized military housing, and Liberty Bond transactions including the rebuilding of 7 World Trade Center. He received his Bachelor of Arts in economics and engineering from Dartmouth College.

Ron is the Principal of the Collaborate Architects for the San Antonio and Austin offices, the Founding Principal at Engineering Collaboration, and the President-Elect for I-LinCP ‘23-‘24. Ron has over 25 years of experience in the construction and civil engineering industry; he is well-versed in the areas of land acquisition, client management, design development, construction management, business development, team building, and team leadership in both the private and public sectors. He brings experience with projects ranging from $10 Million to over $30 Million working with architects, engineers, city officials, developers, contractors, and city agencies for the design development and building out of projects.
