Markos E. Mengesha graduated with a Bachelor of Civil Engineering from Addis Ababa University, in Ethiopia and earned a Master of Civil Engineering from Wayne State University, Detroit, Michigan in 2007. Markos has over 20 years of combined design, construction, and project management experiences in private and public sectors. Prior to joining the City of Houston, Markos worked as a project engineer/manager in commercial and municipal projects Oversees and in Detroit, Michigan. Most recently, he managed wastewater facility improvements and consolidation program with a total construction cost of over $500 million as part of the Capital Improvement Plan (CIP).

Markos currently serves in the capacity of Assistant Director for the Facility Delivery Line in Capital Projects, and leads a workforce of over 50 engineers and project managers responsible for delivering water and wastewater Capital Improvements Plan including Wastewater Consent Decree Early Action and Capacity Remedial Management Plan Projects. His team annually awards about $30M of design contracts and $350M of construction contracts for water and wastewater CIP projects.

Markos is a Registered Professional Engineer in the State of Texas, a Certified Construction Manager by Construction Management Association of America (CMAA) and an Envision.


Mimi Tsai, RA, LEED AP BD & C

Architect 

City of Houston - General Services Department, Real Estate, Design & Construction Division


Mimi Tsai is an architect and LEED accredited professional, with the General Services Department for fifteen years. In that capacity, she designs and manages Houston Police Department projects, and is involved in master planning initiatives. 

 

She graduated from Yale University and the Yale School of Architecture. She has been on the AIA Chicago board of directors and was coordinator for a seminar at an AIA National convention. Since she has moved to the Houston area, she has been very active in her community, as both Commissioner and Assistant Chair of the City of West University’s Zoning and Planning Commission, and member of its Master Planning Task Force. She was awarded the Chief of Police Unit Citation honor in 2013. Over the years she has also organized many panel discussions and guest speakers at the City of Houston, and additionally in her role as HPD Toastmaster president, and Yale Club member. 

 

Mimi’s passion is the collaborative design and construction process.
