Join our panelists as they share information about projects being funded, including overall scope & program. Our panelists will discuss what they know about their RFQ/RFP timing/priority, delivery process, challenges, 2022 goals [and beyond], and how the AEC community can best serve these owners.

For those in the design and construction industry, we know that it is up to each of us to help keep everyone safe!  The Institute for Leadership in Capital Projects (I-LinCP) is closely monitoring the latest CDC, county, and city guidelines related to COVID-19 restrictions, mask requirements, and recommendations, and we are working with the venue to create an amazing in-person experience in a healthy and safe environment.

The following protocols are in place to protect the health and safety of all participants:

  • DISCLAIMER: Attendees acknowledge their risk of exposure to COVID by attending this event. 
  • To provide the most protection, get your last COVID vaccinations/booster at least seven (7) days prior to the conference.
  • If you are not vaccinated, have not been feeling well, or have recently been exposed to someone with COVID, get tested and receive a negative COVID test within 72 hours prior to the event.
  • A negative COVID test is NOT required to enter event.
  • If you are not feeling well the day of the event and have not been tested, do not attend.
  • Everyone is HIGHLY ENCOURAGED to wear a mask indoors during the event.
  • Attendees will be seated with spacing to encourage social distancing.

Chris Kirch is the Operations Manager for Kitchell’s Texas operations. He started his career at Kitchell as an Intern 24 years ago while he finished his construction management degree and has worked his way up managing multiple complex healthcare and higher education projects spanning four states. He is now an emerging leader at Kitchell where he has made an immediate impact in developing the Houston and Austin regional operations. Chris is also an Executive Founding Board Member of the Lean Institute of Houston and He and his wife sit on the Executive Leadership Team for the Montgomery County American HeartAssociation.

Peter Maass

Director of Capital Projects Administration at The Texas State University System


Peter is the beneficiary of over 35 years of construction industry and facility management experience; starting as an architect in private practice, followed by project management and owner representation for a real estate development company and later for a big ten university. For over a decade I worked at the State of Texas with direct executive oversight of planning, design, construction, and operations and maintenance activities for the state’s owned and leased facilities portfolio. Currently, I am responsible for the administration of higher education capital projects, valued at nearly a billion dollars, for the third largest university system in Texas and its 7 component institutions. My work and life experiences continue to teach me the importance of leadership, teamwork, and clear communication, while managing the constant challenges of balancing needs, desires, expectations, and budgets, to achieve successful conclusions.


Karen Mooney, MBA, ACC

Associate Vice President, Facilities Planning Design and Construction

Karen Mooney is the Associate Vice President of Facilities Planning, Design and Construction department at the University of Texas MD Anderson Cancer Center in Houston, Texas.   Her team manages strategic facilities planning for the organization as well as the implementation of the capital construction program. Karen graduated from Texas A&M University with a degree in Construction Management and received her Master of Business Administration from the University of Texas at Tyler. Karen is a certified coach by the International Coach Federation and a Professional Member of the National Speakers Association.  While at MD Anderson she has been awarded “Best Boss” and has been a two-time finalist for the institutional mentoring award.



Michael Uyeda

Associate Director, Capital Planning & Construction

Michael Uyeda is a graduate of The University of Texas at Austin – School of Architecture with over 30 years of experience as an architect and project manager.  He is  experienced and well versed in the private and public sector, working on various projects from University research facilities to semiconductor manufacturing facilities. He is the Associate Director of The University of Texas at Austin’s Office of Capital Planning and Construction. Michael previously served as a Senior Project Manager with UT System-Office of Facilities Planning and Construction.

Russ has worked in the Architectural and Facilities Construction and Management industry for over thirty years. Since 1980, Russ specialized in serving educational institutions, including The Texas A&M University System, The University of Texas System, The State of Texas Facilities Operations Division, Texas State University, the Houston Independent School District, Lee College and the University of Houston System. He has successfully managed major facility projects, departments and bond programs; maintaining allocated budgets and schedules. Russ previously served as Director of Project Delivery for the Texas A&M University System.
