Michael Shannon, PE, CBO was appointed Director of the Capital Delivery Department in August 2025. He has worked with the City of San Antonio for 23 years, most recently as the Director of Development Services Department since 2017. He also served as interim Director for the Animal Care Services Department in 2024.
In this new role, Mr. Shannon oversees 188 employees with a budget of approximately $250M for Capital Projects and the Capital Management Services Fund in FY 2026. The Capital Management Service (CMS) Fund supports four divisions that manage the City of San Antonio’s Capital Improvement Program (CIP) through all phases of planning, design, construction, architectural, and engineering services related to major capital improvement projects.
The Capital Delivery Department will also lead planning for future bond programs, with a clear focus on delivering projects on time, within budget, and aligned with public expectations.
