PROGRAM INFORMATION:

In honor of Veterans Day, join us for a roundtable discussion with AEC industry veterans who are also military veterans. These distinguished professionals will share their unique insights from years of project leadership, offering impactful moments and hard-earned lessons from both their military service and civilian careers in architecture, engineering, and construction. Attendees will gain valuable best practices, discuss "plus deltas" (areas of improvement), and leadership strategies that have shaped their approach to project ownership and management.

John K. Baker, P.E., Colonel, U.S. Army (retired)


Vice President, Central Texas Principal & Senior Program Manager,  Lockwood, Andrews & Newnam

John Baker is Central Texas Principal for Lockwood, Andrews & Newnam, Inc. (LAN), a Texas-based civil engineering firm whose purpose is to improve quality of life for the communities we serve. John is a 6th generation Texan, a career U.S. Army Corps of Engineers (USACE) officer retiring at the rank of Colonel, and a licensed Professional Engineer. At LAN, he is responsible for business development, client relations, and corporate engagement, as well as program and project delivery. Over his 27-year military career, John led engineer troop units ranging in size from 30 to 3000 soldiers, and he served in USACE assignments from project engineer on a single, small project through District Engineer leading the delivery of over 300 projects with a combined $7 billion value. His assignments included working at the USACE Headquarters in Washington, DC, serving as the Chief Engineer for U.S. Army Europe, and as the Operations Director for the U.S. Army Installation Management Command at Ft. Sam Houston, TX, an organization responsible ford operating and maintaining the Army’s 75 bases (“military cities”) around the world. He is a combat Veteran with multiple tours in Afghanistan and Iraq. His decorations include the Legion of Merit, Bronze Star Medal (3 awards), and Combat Action Badge, and he is a graduate of the Army’s Ranger School, Sapper Leader Course, and Airborne School.

Dean Huard, Lt. Colonel, U.S. Army (retired)

City Manager, City of Village of the Hills 

Dean Huard is a 34-year United States Army veteran who served in a wide variety of challenging leadership positions in the states as well as abroad in combat deployments for Operations Iraqi Freedom, Operation Enduring Freedom and Operation Inherent Resolve. Upon retiring from the military, it was important for him to continue to serve. He chose local government as the best avenue to purse his desire to serve communities. Subsequently, he became the City Manager of the Village of the Hills, TX, population 2,613, adjacent to Lakeway/Bee Cave.

His road to city management while on active duty involved becoming a board member for the City of Nolanville’s Planning and Zoning Committee, chosen for the Central Texas Council of Governments Leadership Academy and being accepted into the ICMA sponsored Veterans Local Government Management Fellowship Program (VLGMF) for the City of Georgetown, TX. https://icma.org/veterans-local-government-management-fellowship-vlgmf.

Dean’s education includes a Graduate Certificate in Public Management from the Bush School of Government and Public Service at Texas A and M. Masters of Arts in Management with a concentration in Public Administration from American Public University.  Bachelor’s of Arts, in Political Science, Minor: Planning, Public Policy and Management, University of Oregon, Associates in Science from Southwestern Oregon Community College, Lean Six Sigma Black Belt and the Project Management Professional course.

In 2015, Dean earned the honorable distinction as a Distinguished Alumnus from Southwestern Oregon Community College in Coos Bay, Oregon for his leadership accomplishments and dedication to public service. As a result, he is a member of SWOCC’s Scholarship Board Committee.


Mike Monreal, PE, F. SAME, Captain, Civil Engineer Corps, U.S. Navy (retired)

VP & Regional Area Manager, Broaddus & Assoc. 

Mike Monreal, P.E. serves as Vice President for Broaddus & Associates, leading regional operations and business development. Broaddus & Associates is a service-disabled veteran owned business and is one of the leading providers of facilities program management, consulting and planning services for owners who are planning and developing construction projects.

Prior to this, he served 28 years in the U.S. Marine Corps and U.S. Navy Civil Engineer Corps, where he retired at the rank of Captain. For his last tour, Monreal commanded the Naval Facilities Engineering Command (NAVFAC) Southeast in Jacksonville, FL. He led government executives, project managers, architects, engineers, and support staff to deliver $2.2B volume of business in the U.S. southeast (including Puerto Rico and Guantanamo Bay, Cuba) DoD markets consisting of Port/Pier/Shoreline, Aviation, Transportation, Civil, P3 Land Development, Environmental, Water/Wastewater Infrastructure, and Asset Management.

His operational tours consisted of leading expeditionary engineering and construction units at every echelon of the Navy. As an Air Detachment Officer In Charge with Naval Mobile Construction Battalion (NMCB) THREE, he deployed to Albania in support of Joint Task Force Shining Hope humanitarian effort and Kosovo in support of Operation Noble Anvil in 1999. As Operations Officer for NMCB THREE in 2004, he led a large detachment to Iraq as part of Task Force Sierra in support of Operation Iraqi/Enduring Freedom II and in 2009 he commanded NMCB ELEVEN, supporting Operation Enduring Freedom II in Afghanistan, Kuwait and Camp Lemonier, Djibouti.

Mr. Monreal’s shore duties consist of facilities, environmental and construction contract management tours as Commanding Officer NAVFAC Southeast, Regional Engineer Marine Corps Installations Pacific, Operations Officer for NAVFAC Pacific, and multiple Public Works Officer and Resident Officer in Charge of Construction positions for overseas locations in the Pacific, Europe, and the continental U.S.

Mr. Monreal holds a bachelor’s and master’s degree in civil engineering from Texas A&M University,

and is a graduate of the Stanford School of Business Advanced Executive Program and a Registered Professional Engineer. He was commissioned into the U.S. Marine Corps through the Texas A&M Corps of Cadets in May 1992 and transferred to the Navy Civil Engineer Corps in 1996. His personal awards include the Legion of Merit (two awards), Bronze Star Medal, Meritorious Service Medal (three awards), Navy Commendation Medal (four awards) Navy and Marine Corps Achievement Medal and various unit awards and medals.

He is a 2021 Distinguished Graduate of the Zachry Department of Civil and Environmental Engineering, a Fellow in the Society of American Military Engineers, a Vice Commander in the American Legion Post 38 and a member of the Veteran’s of Foreign Wars Post 8555.
